Reminder to All Portofino Villas Owners – Common Issues & Community Guidelines

Dear Portofino Villas Neighbors,

As your Board of Directors, I wanted to send a friendly reminder on some common items we’ve been seeing around the community.

Your cooperation helps keep our property values strong and Portofino Villas a great place to live.

Key Compliance Reminders

  • Rental Contracts: Per the Master Deed (Article VIII, Section 8.4 as amended), all leases must comply with zoning laws, cover the entire unit, and meet minimum duration requirements. Please email a PDF copy to [email protected].
  • Owners Responsibility to Renters: Any occupant (including tenants) must follow the Master Deed, Bylaws, and all rules. As the owner, you’re responsible for making sure your renters know and comply with our CCRs.
  • Pets: Please submit pet details (type and weight) for any animals in your unit to the email above.
  • ARC Requests: Any exterior changes, landscaping modifications (including front beds), signs, or additions like palm trees require prior ARC approval. Submit through the AppFolio portal: https://semperfi.appfolio.com/connect/ → Architectural Reviews → Submit New Review.

Property & Maintenance Reminders

  • Landscaping & Front Beds: You may propose changes to front beds with written agreement from your shared neighbor and ARC approval. You’ll be responsible for maintenance afterward.

Parking Reminders (Master Deed Section 8.8)

  • Parking is only permitted in designated parking areas — no parking on Common Elements, lawns, or streets.

Smoking Reminder

Please be considerate when smoking. Avoid letting smoke drift into neighboring units, balconies, or common areas. Also, properly dispose of cigarette butts — do not discard them on Limited Common Elements (sidewalks, landscaping beds, patios, etc.). Owners are responsible for any resulting damage or cleanup costs.

Security Notes

We continue working on perimeter security solutions (fencing and gates) to reduce walk-throughs, drive-throughs, and theft. This will require a future special assessment and owner vote. In the meantime, please stay alert.

Cameras: Individual security cameras on your unit are generally allowed. However, under South Carolina law, you must not direct cameras into areas where neighbors have a reasonable expectation of privacy. This includes not recording or viewing Limited Common Elements of other units (neighboring patios, balconies, exclusive use areas), inside other units, or private windows. If your cameras record audio, it’s best practice to avoid capturing conversations on neighboring properties.

Other Important Deed-Based Reminders

  • Residential Use Only: Units are restricted to residential use (Master Deed Section 8.2).
  • Signs: No signs of any kind are permitted without approval. This includes signs in vehicles on the property. You may submit an ARC request for consideration.
  • Common Elements: Owners are responsible for any damage caused by you, your guests, or tenants to Common or Limited Common Elements.

Hi Portofino Villas neighbors,

Hope everyone is doing great. The board wanted to share an important update on the full perimeter security solution we’ve been working on.

We’ve all noticed the increase in random walk-throughs, drive-throughs, stolen vehicles, packages, and other security issues. These have become a real concern for our community, and after careful review, the Board feels it’s time to take meaningful action.

The Solution & Benefits

After obtaining quotes from three different contractors and reviewing them thoroughly, the Board has refined the proposal from Mr. Fence It. This full perimeter security solution features high-quality commercial-grade black aluminum fencing with automated gates and access control. It will:

  • Significantly reduce unauthorized walk-throughs and drive-throughs
  • Greatly improve privacy and security for every unit
  • Give our community a cleaner, more premium appearance
  • Provide meaningful long-term value to our properties

Studies of similar full perimeter systems in small beach-area communities show they typically increase home values by 5–10% (with some reaching up to 12–15%). For our units (averaging around $280,000), that could mean an added resale value of roughly $14,000–$28,000 per unit (or higher in stronger cases).

Note: These are general market statistics; actual results will vary and are not guaranteed.

On top of the numbers, this solution directly addresses the security concerns we’ve all experienced. It will deliver better privacy, stronger protection, and a greater sense of safety while keeping legitimate traffic flowing smoothly.

Project Summary

The Board has refined the proposal from Mr. Fence It, which includes a qualified discount.

Here’s what it covers (full financial details are in the attached quote):

  • ~437 ft of 6′ tall black commercial aluminum fencing (powder-coated, 6′ × 8′ sections), plus a small extension of our existing 6′ white vinyl privacy fencing on both sides
  • Cantilever slide gate (6×24) on 62nd (exit only) with Liftmaster industrial slide operator
  • Commercial double-drive gate on Tindal (entrance and exit) with Liftmaster LA500 arms, exit sensors, wireless keypad, remotes, and all hardware
  • Two commercial aluminum walk gates (4′) with code access (one next to each vehicle gate) + bollards to block parking area access to the gate

The attached quote includes the complete breakdown, aerial view, line-item pricing (including electrical), and warranties. Also attached are some sample images for your review.

This will require a special assessment, but it is a true one-time investment with no expected upfront cost to owners. We are targeting a per-unit impact of no more than $100/mth for approximately 5 years. Ongoing maintenance should be minimal and covered within our regular operating budget.

Note: There are also a few optional considerations we can discuss (such as not powering the exit gate, using the large vehicle gates for walking entrances instead of separate walk gates, changing the entrance to simpler lift arms, etc.). These options would decrease overall costs and will be available for open discussion and can be voted on as part of the final plan.

To give everyone a chance to ask questions and see the plan in person, we’re hosting an informal BBQ at my house (in the driveway) on Monday June 8th from 6:00p–7:00p. A representative from Mr. Fence It will be there to walk through everything.

Following the BBQ and Q&A, we’ll move forward with a formal vote so the community can decide together.
